During his previous tenure in Miami-Dade County, Carvalho faced scrutiny regarding a 2020 incident where he solicited a $1.57 million donation from a district vendor. The inspector general found no illegal activity but concluded the act created an appearance of impropriety. In 2008, Carvalho also acknowledged that his email exchanges with a reporter were inappropriate, though he denied having an affair.
