Massachusetts State Representative Christopher Richard Flanagan currently faces federal criminal charges and has been the subject of state ethics penalties. In April 2025, Flanagan was indicted on five counts of wire fraud and one count of falsifying records. In May 2026, prosecutors filed a superseding indictment expanding the charges to eight counts of wire fraud, one count of money laundering, one count of falsification of records, and three counts of filing false tax returns. Prosecutors allege that between 2021 and 2024, while serving as executive officer of the Home Builders and Remodelers Association of Cape Cod, Flanagan embezzled more than $44,000. He is accused of using these funds for personal expenses, including mortgage payments, credit card debt, home appliances, clothing, and psychic services. He allegedly concealed the theft by creating fake expense reports and using an employee’s credentials to alter bookkeeping records. He is also accused of laundering $10,000 of stolen funds into his 2022 state representative campaign account and failing to report the illicit income on his tax returns. Separately, in 2024, the Massachusetts Office of Campaign and Political Finance fined Flanagan $15,000 for violating campaign finance laws. He had created a fake alias, Jeanne Louise, to hide his involvement in a 2022 campaign mailer. Flanagan has pleaded not guilty to the federal charges and remains in office. The Massachusetts House Committee on Ethics has stated it will conduct an investigation once judicial proceedings conclude.
