Dwight Evans has faced two primary categories of public controversy during his career. First, a state-level investigation concluded in 2013 that the Ogontz Avenue Revitalization Corporation (OARC), a nonprofit Evans founded, mismanaged state grant funds. Investigators identified $12 million in problematic spending between 2006 and 2011, including unauthorized salary payments, no-bid contracts, and spending on unrelated promotional activities. OARC later settled by returning $1.2 million to the state and forfeiting $1.8 million in pending grants, while admitting no wrongdoing. Reports indicated the FBI made inquiries into OARC’s finances in 2014, but no charges were filed against Evans. Second, Evans has twice violated the Stop Trading on Congressional Knowledge (STOCK) Act by failing to disclose stock trades within the mandatory 45-day window. He was late in reporting a 2021 sale of American Electric Power Co. stock and a 2025 sale of Amazon and Tesla shares. His office characterized the latter as an oversight. These violations are subject to nominal fines, though it is unclear if the House Ethics Committee imposed penalties in either instance.
