High-ranking senator

Senator Ciro Nogueira is currently the subject of a Federal Police investigation under Operation Compliance Zero regarding his relationship with former Banco Master owner Daniel Vorcaro. Investigators allege Nogueira received recurring monthly payments, estimated at R$6 million total between 2024 and 2025, in exchange for political influence. Alleged benefits include cash deliveries, luxury travel, and the purchase of corporate shares at steep discounts. Nogueira is accused of sponsoring the "Master amendment" to increase deposit insurance coverage to favor the bank. He denies all allegations of illicit conduct. In 2020, Nogueira was indicted by the Prosecutor-General's Office for allegedly receiving R$7.3 million from Odebrecht during the Lava Jato investigation; the case reached the Supreme Court but did not result in a conviction.
