Josphat Gichuge Mwirabua, also known as Kabeabea, is a former Member of Parliament for Tigania East (2007–2013, 2017–2022) and former Chairperson of the Anti-Counterfeit Authority (ACA). He faces multiple active criminal proceedings involving allegations of fraud and corruption: Land Fraud: He is accused of defrauding investors of over Ksh 56 million through Diamond Property Merchants Ltd. One case involves Ksh 16.4 million for plots in Kajiado, while a second involves Ksh 40.14 million for land and greenhouse investments that were never delivered. He has faced multiple charges of obtaining money by false pretenses and was released on Ksh 1 million cash bail in June 2026 for a Ksh 25 million land fraud case. Bribery and Corruption: In November 2025, he was arrested for allegedly soliciting bribes from companies under ACA investigation. He faced five counts, including money laundering and bribery, at the Milimani Anti-Corruption Court. His appointment as ACA chair was revoked on November 28, 2025. He has pleaded not guilty to these charges and maintains a presumption of innocence. Legal proceedings are ongoing as of July 2026.
