Lucas Bersamin and Amenah Pangandaman

Lucas Bersamin and Amenah Pangandaman are former Philippine government officials who resigned from their roles as Executive Secretary and Secretary of Budget and Management, respectively, in November 2025. Both officials resigned out of delicadeza following their departments' mention in investigations regarding anomalous flood control projects. Regarding specific allegations, Ombudsman Jesus Crispin Remulla has stated that he is eyeing charges of conspiracy to commit plunder against Pangandaman and Adrian Bersamin, an official and relative of Lucas Bersamin, citing a pattern of activities to defraud the government. Lucas Bersamin himself was previously linked to claims by former Public Works Undersecretary Roberto Bernardo alleging a 15 percent kickback commitment for the Office of the Executive Secretary regarding flood control projects. Bersamin has denied these allegations and any involvement in budget insertions, including those mentioned in the so-called Cabral files. Additionally, Pangandaman faces a supplemental complaint filed by Dr. Tony Leachon with the Office of the Ombudsman regarding the transfer of 60 billion pesos in PhilHealth funds and 107 billion pesos in Philippine Deposit Insurance Corporation funds to the national treasury. The complaint alleges technical malversation and graft, asserting these actions were authorized during her tenure. The Supreme Court previously declared the transfer of the 60 billion pesos invalid due to grave abuse of discretion. There are no recorded convictions or indictments against either official as of July 2026.
