Phil Lyman is a Republican politician and former San Juan County commissioner who currently serves in the Utah House of Representatives.
In May 2015, Lyman was convicted in U.S. District Court on misdemeanor charges of conspiracy and operating an off-road vehicle on public lands closed to motorized traffic. The charges stemmed from his role in organizing a 2014 ATV protest ride through Recapture Canyon, an area the Bureau of Land Management had restricted to protect archaeological sites. Lyman was sentenced to 10 days in jail, three years of probation, and ordered to pay $96,000 in restitution. He paid the remaining balance of these court-ordered costs in October 2020.
