Raúl Castro, the former president of Cuba, has faced several historical and legal controversies throughout his career. In May 2026, he was indicted in U.S. federal court in Miami on charges of conspiracy to kill U.S. nationals, four counts of murder, and two counts of destruction of aircraft. These charges stem from his alleged role as defense minister in ordering the February 1996 shootdown of two civilian aircraft operated by the exile group Brothers to the Rescue, which resulted in the deaths of four people, including three U.S. citizens. Additionally, Castro was the subject of a federal investigation in 1993 regarding potential cocaine trafficking, based on testimony from Colombian traffickers linked to Manuel Noriega, though no charges were filed at that time due to concerns regarding witness credibility and potential risks to intelligence operations. In July 1953, he was arrested and sentenced to 13 years in prison for armed rebellion following an assault on the Moncada Barracks, though he was released two years later under a political amnesty.
