Ray Martinez, the former Commissioner of the Virgin Islands Police Department, was convicted on December 10, 2025, by a federal jury on multiple counts, including honest services wire fraud, federal program bribery, conspiracy to commit money laundering, and obstruction of justice.
Between November 2022 and June 2024, Martinez accepted over $110,000 in bribes from government contractor David Whitaker, including cash, luxury travel, and personal expenses. In exchange, Martinez used his authority to award Whitaker a $1.4 million contract and approve inflated invoices. Upon learning of the federal investigation, Martinez attempted to obstruct justice by directing Whitaker to destroy evidence and by submitting a fraudulent promissory note to federal authorities. He resigned from his position in June 2024 following the implication in this federal probe.
