Sisisi Tolashe served as South Africa’s Minister of Social Development from July 2024 until her dismissal by President Cyril Ramaphosa on May 14, 2026. Her tenure was marked by multiple controversies, leading to formal criminal complaints, parliamentary ethics investigations, and internal probes. Key scandals and allegations include: Undeclared Luxury Gifts: Tolashe faced accusations of receiving two luxury BAIC Beijing X55 SUVs from Chinese officials. While she claimed these were donations to the ANC Women’s League, the vehicles were registered in the names of her children. ActionSA and the DA filed criminal charges of corruption against her, and complaints were lodged with the Public Protector and Parliament’s Ethics Committee for allegedly misleading Parliament and violating the Executive Members’ Ethics Act. Misuse of Public Funds: Investigations alleged that a state-funded food aide, employed by the Department of Social Development, was stationed at Tolashe’s private residence in East London and forced to transfer R7,000 monthly from her salary to Tolashe’s daughter for household expenses. Irregular Appointments and Governance: A forensic report titled "Flawed from the Start" found Tolashe refused to cooperate with an investigation into the appointment of Director-General Peter Netshipale, who was hired for a five-year term despite a Cabinet directive for a one-year term. Additionally, she faced scrutiny for the appointment of a 22-year-old chief of staff, Lesedi Mabiletja, whose CV was found to be fraudulent.
