Stephen Buyer, a Republican who served in the U.S. House of Representatives from 1993 to 2011, faced two primary categories of controversy during his career.
In 2010, Buyer was investigated by the Office of Congressional Ethics regarding his Frontier Foundation, a scholarship charity accused of raising over $800,000 without awarding any scholarships while paying for travel and golf events. The board closed its review without taking action after Buyer announced his retirement.
In July 2022, Buyer was indicted for insider trading based on nonpublic information obtained as a consultant after leaving Congress. He was convicted in 2023 on four counts of securities fraud for illegal trades involving Sprint and Navigant Consulting, netting over $350,000 in illicit profits. In September 2023, he was sentenced to 22 months in prison, ordered to forfeit $354,027, and fined $10,000. On June 4, 2026, President Donald Trump granted Buyer a full pardon.
